Minimal, slow, public.
Governance in Heartwood is deliberately narrow: it tunes parameters and lists markets. It cannot touch user funds, and everything it does waits 48 hours in public first.
Process
Forum RFC
Every change starts as a public request for comment on the governance forum. Minimum three days of discussion.
Temperature check
An off-chain snapshot vote gauges support before any code is queued.
On-chain vote
Five-day voting window with a 4% quorum requirement.
Timelock and execution
Approved changes queue in the public 48-hour timelock, then execute automatically.
Powers and limits
Governance can
- List new markets and set their risk parameters (LTV, thresholds, penalties, caps).
- Tune interest curve parameters per tier.
- Direct insurance reserve accrual rates within the 10 to 20% band.
Governance cannot
- Move, freeze or seize user collateral or deposits.
- Bypass the 48-hour timelock.
- Upgrade the immutable core market logic.
- Grant any role custody over funds; the emergency guardian is pause-only.
